A New Leaf’s MesaCAN provides rent and utility assistance to low-income Mesa residents, helping to avoid homelessness simply due to temporary circumstances. Households across the city of Mesa receive financial assistance to pay past-due bills. This assistance is provided on a first-come first-serve basis and applicants are not guaranteed assistance, a household must meet established application criteria.

There are several ways to request rental assistance in the City of Mesa area:

Mesa Community Action Network

MesaCAN has an appointment line open to Mesa residents seeking rental or mortgage assistance. Please contact MesaCAN on Thursdays between 2:00-3:00pm at (480) 833-9200 to talk to a case manager.

You must reach a live person when you call, who will provide instructions for receiving assistance. Please note many people are calling, so please be patient. Only a limited number of appointments can be taken due to limited funding. The messaging system will notify you when the funding has been exhausted for the month.

City of Mesa

The City of Mesa has a Security Deposit and Utility Deposit program. Please visit their website at www.mesaaz.gov/residents/housing

Apply to the LIHEAP Program Online

MesaCAN has changed processes regarding utility assistance intake. As of October 1, 2022 all AZ residents are able to apply for LIHEAP utility assistance on their own by visiting the DES website https://des.az.gov/LIHEAP.

MesaCAN’s Utility Assistance Program

MesaCAN will continue to do application intake for LIHEAP and all other utility funds. However, MesaCAN is only currently accepting direct applications from individuals whose utility services have been disconnected / have a disconnect notice, AND meet one of the following vulnerability criteria;

  • Household member 60+
  • Household member with a disability
  • Household member 6 years or younger

All instructions for completing the application and all required documentation is included in the packet. Please note, this is only for residents meeting the criteria listed above.
